Definition

Deepfake incidents involve the creation, distribution, or weaponization of AI-generated synthetic media (images, audio, and video) that were used to deceive, defame, harass, defraud, or undermine trust in ways that caused documented harm.

Included

  • Non-consensual intimate imagery generated by AI
  • Synthetic video or audio of public figures used for fraud or political manipulation
  • Voice cloning used to facilitate financial scams or social engineering
  • Forged AI-generated documents, credentials, or identity materials
  • Coordinated influence campaigns using AI-generated synthetic media at scale

Excluded

  • Clearly labeled satirical or artistic deepfakes with no intent to deceive
  • Research demonstrations and academic proofs of concept without real-world harm
  • Concerns about future deepfake risk without a documented incident
